Transportable funding for students with disabilities and consideration of a fully funded community schools model for Australia feature in CSA's latest submission to the Review of Funding (the Gonski Review).

The submission is a response to the Gonski Committee's Emerging Issues Paper

Our submission advocates for a non-sectoral approach to future funning of Australian schools, recognising the historic and valuable contribution of parents and community secotr organisations such as Churches in providing education for Australian children.

Key features of our submission include:

  • That the funding available to meet the needs of students with a disability should be the same regardless of the school or its sector.
  • That funding policy should not be used as a de-facto mechanism to achieve a secularisation of educational provision in Australia.
  • Support for the general principles of the SES system, but that it should be recalibrated to ensure that schools serving similar populations, regardless of system status, should receive equitable funding.
  • That the funding mechanism should include a component that provides incentives for non-government schools to enrol disadvantaged students, and to operate in disadvantaged communities.
  • That fully-funded community schools, and full funding for disadvantaged students should be considered.
  • That government incentives should be considered to facilitate the further investment by parent and community sector organisations in educational facilities that serve the community.
